Objectives of the research are to analyze the influence of Human Resources Development factors such as training, education and building the employee in improving the Employee Performance at the local Secretariat Office in Merauke City. Second, to analyze the dominant factor that influences the employee performance. Samples are collected through census, data analysis technique using multiple-linear regression. Result of the hypothesis test shows that the first hypothesis is definitely proved, in which Human Resources Development factors, such as training, educating and building programs for employees have simultaneously significant influences over the employee performance. The second hypothesis is proved, in which the employee building has dominant influence over the employee performance.
