The implementation of quality improvement policy at SMA Negeri 2 Batu has several characteristic, such as relatively young of the school age, large number of new teachers with their own very high spirit and commitment, the existing formal and rational organization, operating all activities on the basis of evenly distribution, and management of job relation that is rarely evaluated. As a result, the principal is still too subjective in evaluating both teachers and staff performances. In addition, facilities and equipments possessed are insufficient and needs completing. There are some supporting factors, such as: teacherÂ’s high motivation, good managerial system, and supporting and conducive environment. However, it has some inhibiting factors as well, such as insufficient facilities of laboratory and library, frequent turnover of principal and the location is far away from public infrastructures.
