The governmental execution, which is based on law, is one of good alternatives in state execut/on. Public administrative law can be applied as instrument to execute clean governance. Such governmental execution will be more obvious under public administrative law due to it reveals concretely the relationship bet,,veen government and society, and quality of such relationship, at least, can be used as a measure to find oul whether the governmental execution has been run well or not. However, on one hand, public administrative law can be applied as juridical instrument by the government in enforcing regulations, providing services and protection to society, on the other hand, this public administrative law contains normative rules lhat concerning with lhe governmental execution.
