Knowledge is the fact or condition of knowing with familiarity gained through experience or association. Knowledge may be recorded in an individual brain or stored in organizational processes, products, facilities, system and documents. In this era of globalization, appropriate adoption of Knowledge management is important for an organization, especially if they want to source competitive advantage. Knowledge management is the process of transforming information and intellectual assets into enduring value. It connects people with the knowledge that they need to take action, when they need it. In the higher education sector, managing knowledge is considered key to achieving breakthrough competitive advantage. This paper presents a development of knowledge management system in IEU (KISI) to build the sharing culture in STIE IEU Surabaya. I believe that if our concept about knowledge management is adopted in our institutions, it will yield more benefits to increase the quality of knowledge sharing. There are four activities in this knowledge management systems, using knowledge, creating knowledge and packaging knowledge. In this process we convert from tacit knowledge into explicit knowledge, so the knowledge can transfer into the other by the knowledge management portal.
