The capability of Medium-Small Enterprises (UKM) in Kabupaten Sumenep has been developed to penetrate local, regional, national markets and increase their export or face with imported products in domestic markets. However, such capability is determined by a combination of relative advantages possessed by each firm rather than their competitors. One of competitive advantages should be prepared by UKM in facing with competition in free market is technology mastery. This mastery is essentially necessary for growing up the capacity of UKM. In fact these medium and small enterprises in Kabupaten Sumenep are mostly in medium and small business scales and lacking of suffient technology support. As a result, the products they produce have less competence and low quality compared to the foreigners. In this case, they should continuously improve their capacity. The focus should be emphasized is their qualified human resources with work ethic, and high motivation and creativity, because the development of UKM requires a great deal of skills and experiences in order to encourage the attempt of developing its capacity. The effiency and high level of productivity in production also needed in capacity development
