Good governance sebagai indikator kinerja pemerintah daerah

Today, a demand for good governance becomes more so forcing that its values should be accommodated in the assessment standards of government performance. One topic about good governance can be traced in J.S EdralinÂ’s (1997). Governance is a terminology used to mean the government, showing the political, economic and administrative authority in handling national issues. This term specifically describes the change of governmentÂ’s role from the provider to enabler or facilitator, and the change of ownership, that is, from state ownership to the public ownership. The main focus of governance is the improvement of job performance or quality. The term of good governance was promoted by some multilateral and bilateral agencies (JICA, OECD, GTZ) since 1991, emphasizing on several indicators, such as (1) democracy, decentralization, and the enhancement of government capability, (2) the respect to human rights and obeying the prevailing laws and regulations, (3) people participation, (4) efficiency, accountability, transparency in governance and public administration, (5) elimination of military budgeting, and (6) market-oriented economy system. In addition, the United States had formulated such good governance indicators as (1) capability, that is the sufficient ability to implement the governmentÂ’s policies and functions, including to the effective and responsive public administration system, (2) accountability in governmental activities/projects and transparency in decision making, (3) participation in the process of democracy, making use of information sources from both public and private, (4) concern with the equal distribution and poverty, and (5) commitment toward market-oriented economy pilocies.
