This study was aimed at analyzing the effect of fiscal system on cost recovery in Indonesia oil and gas upstream industry. Data were collected through documentation study, observation, questionarre, and intervews. As many as 131 respondents were interviewed to obtain data regarding indicators used in these 2 variables (fiscal system and cost recovery). Data were analyzed by using confirmatory factor analysis as well as Structural Equation Modelling (SEM). The result showed that fiscal system has a significant effect on cost recovery, that is the better the fiscal system the more controllable cost recovery is. In turn this would maximize national earnings.
