This study is aimed to get the description wheater it is eligible enough to build the port of ferry crossing & cruiser from Gunaksa to Nusa Penida. This study evaluates whether public infrastructure is eligible looked from the technical facet, economic and business facet. From technical facet, the study is done toward the location and arrangement of the port. From economic facet, the study is about expense and benefit of the port and from business facet, it is studied the expense and advantage toward operation of ferry ship. The result is that the chosen port location in Gunaksa is in the area of ex-C digging, while in Nusa Penida it is in area of Kutampi - mentigi. The brekwater type rubble mound must protect Port Constrruction by layout, which refers to mathematical model result. Farm requirement in Gunaksa is 1,8 Ha in land and 3,8 Ha for the pool of labuh (water), while in Nusa Penida, farm required is 1,5 Ha in land and 1,5 Ha for the pool of labuh (water) with 4.00 m LWS. Total cost of port construction is Rp. 49.200.000.000,00 ( fourty nine billion two hundred million rupiahs)consisted of expense in Nusa Penida 25.000.000.000,00 and in Gunaksa Rp. 24.200.000.000,00. The building of cross Port in Nusa Penida and Gunaksa is competend economically with IRR = 12,60%, and its ferry ship operation is competent in business with IRR = 16,32% and Payback Period = 25 years 9 month.
