The implementation of civil servant (PNS) promotion on the criteria of educational level has been conductedsince the first recruitment of being PNS. working period, and working achievement / performance. The development of discipline system in every implementation of managerial functions requires natured planning, proper execution and tight supervision. The prosence of compatibility between education level and tha task and responsilbility assigned, training, the compatibility of working period with the age of first promotion, the length of work experience, the equal opportunity to improve skills and capabilities possessed are driving factors. While the inhibiting factors include incompability of officers academic certificate with their working period, so that it is not their time to be promoted. The disagreement of the grade, class and space with academic certificate also result in the incompatibility on the job and task they should perform. As a result, there is less officers being promoted, exape for those from the agreement of certificate and working period, the accurence of placing them on not right position, the less amount of graduates from higher education, the low awareness and capability to better develop their skills and competence
