Implementasi kebijakan perubahan desa menjadi kelurahan di kota Bengkulu.

In implementing the UU no. 22, 1999 the government of Bengkulu has launched a policy through a local regulation no. 04, 2001 on changing villages into kelurahans which should be implemented in January 2002. This policy is intended to improve and accelerate service to the society with urban characteristics. This rsearch is aimed at describe and analysis the implementations of changes from villages into kelurahans in Bengkulu and the supporting and hindering factors of the changes. In this research, a qualitative approach in the form of a case study in applied in order to reveal, described and analysis the process of implementing the changes. The results of the research show that the socialization of the policy was underground by involving various units in bureaucracies from city to village levels. In the dismissal of the heads of village and the apparatus, appreciation and provision in the form of money and also reward were given. The appointment of the heads of kelurahans and their staffs can be commited as planned so can the handing over the assets of villages to the kelurahans so the duties of the government of kelurahans can be done smoothly. The dominant hindering factors are the lack of fund to implement the policy, while the dominant supporting factors are the support from ex-heads of village and the apparatus and also the local community leaders.
